Rector's Directive No. 41/2017 ****************************************************************************************** * ****************************************************************************************** ****************************************************************************************** * Principles of Activities of the Grant Agency of Charles University ****************************************************************************************** To implement: Article 2 (3) of the Grant Rules of Charles University Date of effect: 1 October 2017 *========================================================================================= * Art. 1 – Introductory Provision *========================================================================================= These Principles of Activities of the Grant Agency of Charles University govern, in accord legislation1, the elements set out by the Grant Rules of Charles University (the “Grant Ru “University”), and other details concerning the Grant Agency of the University (the “GA UK *========================================================================================= * Art. 2 – Distribution of Grant Financial Means (under Article 4 (4) (d) and (e) of the G *========================================================================================= 1.For each section, financial means are allocated to grant projects from the grant financi earmarked for the GA UK in the University budget in a calendar year such that the financ the sum necessary for the continuation of the grant projects in the section and the fina for new grant projects in the section under paragraph 2; the distribution of the means b necessary financial means for the continuation of the grant projects and the financial m grant projects serves only as an indication for the Subject Area Board. 2.The amount of financial means for new projects in a section is calculated as the proport financial means requested for new projects in the section to the total amount of the fin requested for new projects in the current calendar year, multiplied by the amount of tot means earmarked for new projects in the current calendar year. For the purposes of the c the previous sentence, the total sum of the financial means requested for new projects i limited so that the average amount of the financial means requested for new projects in not exceed the average amount in the preceding calendar year multiplied by the quotient amount of the financial means requested for new projects in all sections in the current and the preceding calendar year, and the coefficient 1.1. For the purposes of the calcul this paragraph, the total sum of the financial means requested for new projects does not financial means requested contrary to the Grant Rules or Article 5 (3). 3.The financial means to enable the work of the GA UK are stipulated as 4% of the grant fi earmarked for the GA UK in the University budget in the given calendar year. 4.An application for a new grant project (the “project”) is evaluated in accordance with a between the University and the evaluator; the remuneration for a duly and timely deliver report may not exceed CZK 500. *========================================================================================= * Art. 3 – Criteria for the Evaluation of Applications and Requests; the Final Report (und of the Grant Rules) *========================================================================================= 1.The statement of the dean of the faculty (Article 4 (2)) where the applicant is enrolled particular the following: a.whether or not the application for a new project complies with the strategic plans of the University; b.whether or not the necessary facilities and resources are available for the project at and c.whether or not the project team members are able to deliver the objectives set. 2.An application for a new project2 is evaluated by at least two evaluators, in particular following criteria: a.scientific significance and relevance of the project; b.project design and attainability of the objectives; c.the delivery plan and methods; d.adequacy of costs. 3.Subsequently, groups of projects are assessed by reviewers who focus primarily on the co evaluators’ reports, in particular where the reports are contradictory. Reviewers attend meeting of the Subject Area Board, reporting on the projects and on the final ranking of 4.An application to continue a project is not assessed by evaluators. Groups of projects a by reviewers who inform the Subject Area Board about the correctness of expenditure and outputs, in particular publications. The Subject Area Board may propose to the Grant Cou University that a project should be terminated also in cases (Article 6 (6) (c) of the G where the project has so far delivered, inconsistently with the project application, ver research outputs. 5.A final report on the project completion must include a list of publications and other o the project, an overall verbal assessment of the project outputs and contribution, and a justifying the expenses covered from the allocated financial means. Furthermore, reviewers inform the Su about the following: a.projects with unreasonably limited outputs; b.projects with outstanding outputs. 6.The Subject Area Board may propose to the Rector that the projects with outstanding outp an award. *========================================================================================= * Art. 4 – Formal Elements, Deadlines (under Article 7 (5) of the Grant Rules) *========================================================================================= 1.Project applications, applications to continue projects, the dean’s statements, notifica Article 7 (7) of the Grant Rules, final reports on completed projects, and other relevan are filed via the online application available at www.cuni.cz, “Science and Research / G Charles University” (“Věda a výzkum/Grantová agentura UK”) section, (hereinafter “electr 2.Project applications and applications to continue projects are submitted via the faculty applicant (lead researcher) is enrolled. 3.A project application and an application to continue a project must specify the amount o means requested under Article 5 (2). A student may in no more than three projects at a time, or may be named in no more than three project at a time. If a student is already participating in a project, he may be named in no mor applications at a time; if a student is already participating in two projects, he may be application only; and if a student is already participating in three projects, he may no the application. 6.An application to replace the lead researcher or the supervisor or the member of academi under paragraph 2 (as member of the research team) is submitted electronically; the deci application is taken by the Grant Council or by the chair of the Grant Council if he was therefor by the Grant Council. These changes are without prejudice to the thres Article 5 (2) to (4). 7.The deadline for applications for new projects and applications to continue projects, th the final report on the outputs of completed grant projects, the deadline for the propos Council of the University under Article 4 (4) (f) of the Grant Rules, and the deadline f under Article 4 (4) (g) of the Grant Rules are stipulated each year in the Rector’s dire directive may, in addition, stipulate other deadlines and formalities. 8.Within 30 days of the announcement of the results, the lead researcher may send an appli Grant Council to review the decision not to award a grant. *========================================================================================= * Art. 5 – Financial Means (under Article 7 (9) of the Grant Rules) *========================================================================================= 1.Financial means are always allocated to a project for one calendar year. 2.The amount of financial means which can be allocated to a project may not exceed CZK 300 Such means comprise wages and other personnel costs, social security contributions, heal contributions, social fund contributions, scholarships3, travel costs4, and other non-in costs (“direct costs”), as well as supplementary costs. Supplementary costs may not exce project’s direct costs and are intended for the faculty where the main researcher is enr the supervisor or the member of the academic staff under Article 4 (2) works. 3.The thresholds of financial means which can be allocated to a project for one year are s follows: a.wages and other personnel costs, including contributions: no more than CZK 40,000 per including no more than CZK 20,000 for the supervisor or a member of the academic staff (2); b.scholarships: no more than CZK 160,000 per project, including no more than CZK 80,000 researcher. 4.The proportion of financial means under letter (b) to the sum of the financial means und and (b) must exceed 60%. 5.The following amounts can be allocated from the financial means of the GA UK to one pers year: a.in the form of wages and other personnel costs no more than CZK 40,000; b.in the form of scholarships no more than CZK 100,000; c.in the form of wages and other personnel costs or scholarships no more than CZK 100,00 6.The allocation of financial means and management thereof are governed by a contract conc accordance with the Grant Rules. 7.The contract under paragraph 5 must include the following: a.an undertaking of the lead researcher and the faculty to transfer the unused financial the University; b.an undertaking of the researcher to present detailed accounting documents about the us financial means at the request of the Grant Council of the University or the Subject A GA UK; c.a dean’s undertaking to grant the lead researcher’s applications for scholarships whic submitted in accordance with the project and the internal regulations of the Universit d.an undertaking of the lead researcher and the faculty to expressly acknowledge in all including in publications, that the outputs were delivered thanks to the full or parti support of the GA UK, and to indicate the University and faculty affiliation beside th addresses; publications which fail to include such affiliation will not be regarded as GA UK projects. *========================================================================================= * Art. 6 – Common and Final Provisions *========================================================================================= 1.The administrative activities of the GA UK are carried out by the Department of Science the Rector’s Office of the University. 2.This directive was considered at the meeting of the Research Board of Charles University 2017. 3.This directive becomes effective on 1 October 2017. 4.Rector’s directives Nos. 34/2009, 10/2010, 14/2011, 7/2012, 18/2013, 22/2014 and 20/2016 In Prague on 26 May 2017 Prof. MUDr. Tomáš Zima, DrSc., MBA Rector 1 Section 7 (5) of Act No. 130/2002 Sb., and Government Resolution No. 1021 of 17 August 2 2 This does not apply to an application which the dean opposes, with a justification there 7 (6) of the Grant Rules; such an application is only placed on file. 3 Article 6 (3) of the Scholarship and Bursary Rules of Charles University. 4 Travel costs include all proposed financial means for travel costs of the project resear of the research team; travel costs for members of the academic staff and academic research requested only in exceptional cases.
