Statement of Charles University on the entry of newly admitted Russians and Belarusians to study


Dear applicants and students,


We would like to share our statement about the beginning of the next academic year 2022/2023 in regard to our applicants from the Republic of Belarus and the Russian Federation. In case of the crisis in Ukraine, we want to openly stated a dismissive attitude to the concept of collective guilt. In the spirit of the admission proces, we approach all applicants or students individually based on uniformly established rules.


For the purpose of helping and supporting foreign students, we are in close communication with the Department for Asylum and Migration Policy of the Ministry of the Interior; on the basis of Regulation No. 200 of the Government of the Czech Republic of June 22, 2022 (the ban on accepting visa or residence permit applications at the embassies of the Czech Republic for citizens of the Russian Federation and the Republic of Belarus) we have to stated the fact, that there is no longer an option to gain a long-term visa for the purpose of study from these two countries, with no exceptions to the rule. As this is a political decision, there is no prediction available about how long this restriction stays in place.


It is important to specify that in cases of a transition from a long-term visa to a long-term stay, or an extension of a long-term stay, the process takes place as usual without restrictions. The possibility of applying for a residence permit in the territory is therefore not affected, the suspension of accepting applications only applies to new applications submitted at embassies abroad.


Based on the above fact, it can be considered as certain that newly accepted applicants to study at Charles University from the Republic of Belarus and the Russian Federation will not be able to start their studies from the academic year 2022/2023. There is no remedy against the current restriction, and, therefore, for these applicants can not be applied an enrollment to study or more precisely the study itself by distant means (since for all forms of study at the university is a physical presence to some degree required). We are very sorry for the situation and value your interest at Charles University.
