Novela zákona o vysokých školách přinese reformu doktorského studia
Praha, 12. 2. 2025 – Poslanecká sněmovna Parlamentu ČR schválila novelu zákona o vysokých školách, která přináší významné změny v oblasti doktorského studia a transformuje Národní akreditační úřad. Na přípravě novely se významně podílely Univerzita Karlova i Česká konference rektorů.
Novela zákona o vysokých školách upravuje například způsoby odměňování prezenčních studujících doktorských studijních programů, přináší také možnost zvláštního oprávnění vysoké školy při zajišťování kontinuity studia a chodu školy v krizových situacích, možnost přestupů, elektronického doručování a další změny.
Poslanecká sněmovna novelu schválila poté, co jí návrh vrátil Senát PČR s požadavkem na vypuštění tzv. hlídačkovného. Univerzita Karlova je jednoznačně pro podporu studujících rodičů malých dětí, ta ale primárně patří do gesce Ministerstva práce a sociálních věcí ČR, nikoli vysokých škol, jejichž rozpočty na to nejsou určeny.
Novela zákona o vysokých školách nyní čeká na podpis prezidenta republiky.

Prague, 12 February 2025 - The Chamber of Deputies of the Parliament of the Czech Republic has approved an amendment to the Higher Education Act, which brings significant changes to doctoral studies and transforms the National Accreditation Office. Both Charles University and the Czech Rectors' Conference had a significant role in the preparation of the amendment.
The amendment to the Higher Education Act regulates, for example, the methods of remuneration of full-time students of doctoral study programmes, introduces the possibility of special authorization of the university in ensuring continuity of studies and operation of the school in crisis situations, the possibility of transfers, electronic delivery and other changes.
The Chamber of Deputies approved the amendment after the Senate of the Czech Republic returned the proposal to it with a request to delete the so-called "watchdog fee". Charles University is clearly in favour of supporting studying parents of young children, but this is primarily the responsibility of the Ministry of Labour and Social Affairs of the Czech Republic, not universities, whose budgets are not intended for this purpose.
The amendment to the Higher Education Act is now awaiting the signature of the President of the Czech Republic.
