Praha, 6. 5. 2025 – Právnická fakulta Univerzity Karlovy uspořádala ve spolupráci s Arcibiskupstvím pražským a s Apoštolskou nunciaturou v Praze mezinárodní konferenci věnovanou právním vztahům mezi Evropskou unií a Svatým stolcem. Podle hlavního organizátora konference proděkana Právnické fakulty UK Michala Tomáška jde o první takto pojatou akci, která analyzuje smluvní ukotvení vzájemných vztahů mezi oběma subjekty a jeho praktické fungování.

Konference byla načasována k 75. výročí Schumanovy deklarace, která položila základ moderních evropských integračních uskupení. Jak ve svém úvodním vystoupení uvedla rektorka UK Milena Králíčková, „evropská integrační uskupení jsou postavena na silných křesťanských tradicích“. Arcibiskup pražský a primas český Jan Graubner v kontextu načasování konference připomněl francouzského ministra zahraničí Roberta Schumana, velkého zastánce porozumění mezi Německem a Francií. Na základě jeho projektu a podle křesťanských principů se začal budovat evropský integrační projekt. V uznání jeho aktivit prohlásil zvěčnělý papež František Roberta Schumana za ctihodného a byl započat proces jeho blahořečení.

Mons. Stanislav Přibyl, biskup litoměřický přiblížil postoj jednotlivých papežů k evropské integraci od Jana XXIII. do současnosti a nástroje komunikace, Svatého stolce, respektive katolické církve s integrovanou Evropou a jejími orgány.

Velvyslanec EU při Svatém stolci Martin Selmayr a velvyslanec ČR při Svatém stolci Pavel Svoboda hovořili o hlavních obrysech vztahů EU a Svatého stolce, též ve vztahu k Vatikánském Městu. V současném historicky významném období pro katolickou církev se diskuse nevyhnula ani právním otázkám přípravy konkláve a volby nového papeže.

Právní vztahy mezi EU a Svatým stolcem představují komplexní problematiku, do níž zapadají i vztahy mezi Svatým stolcem a jednotlivými členskými státy, včetně ČR. Nedávné uzavření smlouvy mezi ČR a Svatým stolcem je tak třeba vnímat v širším kontextu a neomezovat je na dílčí a z kontextu vytržené problémy.

The Faculty of Law of Charles University organized a conference on the European Union and the Holy See

Prague, May 6, 2025 – The Faculty of Law of Charles University, in cooperation with the Archdiocese of Prague and the Apostolic Nunciature in Prague, organized an international conference on legal relations between the European Union and the Holy See. According to the main organizer of the conference, Michal Tomášek, Vice-Dean of the Faculty of Law, this is the first event of its kind to analyze the contractual basis of mutual relations between the two entities and its practical functioning.

The conference was timed to coincide with the 75th anniversary of the Schuman Declaration, which laid the foundations for modern European integration. As CU Rector Milena Králíčková said in her opening speech, "European integration groups are built on strong Christian traditions." In the context of the conference's timing, Archbishop of Prague and Primate of Bohemia Jan Graubner recalled French Foreign Minister Robert Schuman, a great advocate of understanding between Germany and France. Based on his project and in accordance with Christian principles, the European integration project began to take shape. In recognition of his activities, the late Pope Francis declared Robert Schuman venerable and the process of his beatification was initiated.

Monsignor Stanislav Přibyl, Bishop of Litoměřice, outlined the position of individual popes on European integration from John XXIII to the present day and the instruments of communication between the Holy See, or rather the Catholic Church, and an integrated Europe and its institutions.

EU Ambassador to the Holy See Martin Selmayr and Czech Ambassador to the Holy See Pavel Svoboda spoke about the main outlines of relations between the EU and the Holy See, also in relation to Vatican City. In this historically significant period for the Catholic Church, the discussion also touched on legal issues relating to the preparation of the conclave and the election of a new pope.

Legal relations between the EU and the Holy See are a complex issue, which also includes relations between the Holy See and individual Member States, including the Czech Republic. The recent conclusion of the agreement between the Czech Republic and the Holy See should therefore be seen in a broader context and not limited to partial issues taken out of context.
