Praha, 6. 12. 2024 – Právnická fakulta UK se dnes stala epicentrem domnělého požáru, který byl simulován v jedné z učeben budoucích právníků. Vinou technické závady zde vzplál projektor a došlo k simulovanému zranění dvou osob. V budově, kde se v tu chvíli nacházely stovky osob, proběhla evakuace. Cvičení je další ze série nácviků, které Univerzita Karlova pořádá pro zvýšení pocitu bezpečí jejích členů a jejich bezpečnost.
Na fakultě během cvičení prověří aktuálnost a funkčnost požárního a evakuačního plánu, aktivní spolupráci s HZS při zásahu a Požární poplachové směrnice objektu. „Zjišťujeme ale také reakci zaměstnaných a studujících na vyhlášený požár v budově a jejich schopnost bezpečně postupovat při evakuaci. V neposlední řadě nás také zajímá metodická správnost evakuačních postupů a činnost odpovědných osob,“ vysvětluje pověřený vedoucí Bezpečnostního odboru Univerzity Karlovy Ing. Vít Kluger.

Úkolem jeho týmu je také ověřit, jak rychle byl aktivován krizový informační a svolávací systém (KISS) a kdy byly doručeny varovné zprávy. Již před samotným cvičením na Právnické fakultě UK, ale i během něj, bylo prostřednictvím systému KISS rozesláno několik vln informačních zpráv, přičemž každá fáze oslovila přibližně 5500 kontaktů. K informování byly využity všechny hlavní kanály systému: hlasové volání, SMS a emailová komunikace. Tento test nejen prověřil dosah systému, ale také jeho funkčnost a spolehlivost. Hlasové volání pak bylo zaměřeno na členy krizového řízení fakulty, tedy na několik desítek klíčových osob, které se podílely na organizaci a koordinaci evakuace.
„Bezpečnost není jen o technologiích a plánech, ale také o lidech. Chceme, aby každý na naší fakultě věděl, jak se v krizové situaci zachovat, a měl jistotu, že se na nás může spolehnout. Bezpečnostní školení jsou zásadním krokem k posílení soudržnosti a vytvoření bezpečného prostředí na naší fakultě,“ uvedl děkan Právnické fakulty UK prof. Radim Boháč, Ph.D.
V rámci cvičení byla evakuace budovy aktivována prostřednictvím systému KISS stisknutím pohotovostního tlačítka, které zajistilo okamžitý přenos informací o krizové situaci, přičemž byly využity i další bezpečnostní nástroje. Celý proces evakuace byl následně koordinován ve spolupráci s ostatními bezpečnostními složkami, včetně koordinace systémem KISS, který podpořil efektivitu cvičení a jeho úspěšné dokončení.
Prověřovací cvičení bylo organizováno ve spolupráci s HZS. Cílem bylo mimo jiné prověřit akceschopnost a rychlost zásahu Centrální stanice HZS, která zde nasadila několik družstev včetně automobilového žebříku a provedla zásah. Pro zajištění bezpečnosti byly informovány instituce v blízkém okolí, Magistrát hl. m. Prahy, Dopravní podnik hl. m. Prahy a samozřejmě také zaměstnaní a studující na fakultě.
„Každé cvičení je příležitostí zjistit, co funguje a co je třeba zlepšit. Testuje nejen spolehlivost technologií, ale také schopnost lidí rychle reagovat a spolupracovat ve vypjatých situacích. Spolu s bezpečnostním odborem rektorátu jsme připravili scénář zaměřený na reálná rizika, který přinesl cennou zpětnou vazbu pro další zlepšení krizové komunikace. Systém KISS sehrál během cvičení významnou úlohu díky své schopnosti efektivně a přehledně informovat všechny zapojené. Podobné aktivity nejen zvyšují naši připravenost, ale také posilují vzájemnou důvěru a sounáležitost napříč fakultou,“ doplnil bezpečnostní koordinátor Právnické fakulty UK Petr Kovář.
Během celého cvičení byli k dispozici také odborní krizoví interventi, kteří poskytovali podporu komukoliv, pro koho bylo cvičení psychicky náročné. Zároveň bylo k dispozici další zázemí v prostorách UK pro všechny studující, zaměstnance a zaměstnankyně, kteří se cvičení nechtěli z jakéhokoliv důvodu účastnit.

Prague, 6 December 2024 - The Faculty of Law at Charles University was today the epicentre of a simulated fire in one of the classrooms of future lawyers. Due to a technical malfunction, a projector caught fire and two people were simulated injured. The building, which housed around 1,000 people at the time, was evacuated. The exercise is another in a series of drills organised by Charles University to increase its members' sense of security.
During the exercise, the faculty will test the up-to-dateness and functionality of the fire and evacuation plan, active cooperation with the fire brigade during the intervention and the building's fire alarm guidelines. "But we are also looking at the response of staff and students to a declared fire in the building and their ability to evacuate safely. Last but not least, we are interested in the methodical correctness of the evacuation procedures and the activities of the responsible persons," explains the head of the safety department at Charles University, Ing. Vít Kluger.
His team will also check how quickly the Crisis Information and Convocation System (CISS) was activated and when warning messages were sent. Before and during the exercise at the Law Faculty of Charles University, several waves of information messages were sent through the KISS system, reaching approximately 5,500 contacts in each phase. All the main channels of the system were used to provide information: voice calls, SMS and e-mail communication. This test verified not only the reach of the system, but also its functionality and reliability. The voice call was then directed to members of the faculty's emergency management team, i.e. several dozen key people involved in organising and coordinating the evacuation.
"Safety is not just about technology and plans, it is also about people. We want everyone in our faculty to know what to do in a crisis situation and to have the confidence that they can count on us. Security training is a crucial step towards strengthening cohesion and creating a safe environment at our faculty," said the Dean of the Faculty of Law at Charles University, Prof. Dr. Radim Boháč.
As part of the exercise, the evacuation of the building was activated through the KISS system by pressing the emergency button, which ensured immediate transmission of information about the crisis situation, while other safety tools were also used. The entire evacuation process was then coordinated in cooperation with other security forces, including coordination through the KISS system, which supported the effectiveness of the exercise and its successful completion.
The exercise was organised in cooperation with the fire brigade. One of the objectives was to test the efficiency and speed of the intervention of the Central Fire Brigade, which deployed several teams, including a vehicle ladder, and carried out the intervention. To ensure safety, the institutions in the vicinity, the City Hall of the Capital City of Prague, the Transport Company of the Capital City of Prague and, of course, the employees and students at the faculty were informed.
"Every exercise is an opportunity to find out what works and what needs to be improved. It tests not only the reliability of technology, but also the ability of people to react quickly and cooperate in tense situations. Together with the security department of the Rector's Office, we prepared a scenario focused on real risks, which provided valuable feedback to further improve crisis communication. The KISS system played a significant role during the exercise due to its ability to effectively and clearly inform all involved. Such activities not only increase our preparedness, but also strengthen mutual trust and belonging across the faculty," added Petr Kovář, Security Coordinator of the Faculty of Law, Charles University.
Throughout the exercise, expert crisis interventionists were also available to provide support to anyone who found the exercise mentally challenging. At the same time, additional facilities were available on the premises of the UK for all students, staff and employees who did not want to participate in the exercise for any reason.
