Výstavba Biocentra na Albertově je pro Univerzitu Karlovu projektem mimořádného významu – nejen proto, že jde o jednu ze dvou největších investic univerzity za posledních sto let, ale především proto, že zásadně promění podmínky pro špičkový výzkum v oblasti medicíny a přírodních věd v Praze a tím i celé České republice. Od počátku svého působení v čele univerzity jsem opakovaně zdůrazňovala, že právě Albertov je pro mě jednou z nejvyšších priorit.

Není tajemstvím, že projekt provázely komplikace, které jsme nemohli ovlivnit. Původní geologický průzkum byl proveden nedostatečně, a proto dnes sklízíme plody špatně odvedené práce. Stejně tak se ukázalo, že rozsah archeologického průzkumu bude mnohem širší, než se původně předpokládalo na základě předběžného průzkumu provedeného v roce 2015. To vedlo ke zdržení, které nebylo možné zkrátit bez toho, abychom ohrozili zákonné povinnosti a kvalitu celého projektu.

Přesto jsem nikdy nepolevila ve snaze projekt úspěšně realizovat. V uplynulých měsících jsem vedla intenzivní jednání se zástupci vlády a s dalšími partnery, přičemž poslední setkání se uskutečnilo ve středu 20. srpna na MŠMT. Výsledkem je jasná dohoda, že Biocentrum bude dokončeno. Politická reprezentace si je vědoma významu tohoto projektu pro Českou republiku a veřejně deklarovala svůj závazek jej podpořit. Tento závazek je dnes nezpochybnitelný.

Do konce roku 2026 bude realizace Biocentra financována z Národního plánu obnovy. Nedočerpaná část prostředků bude využita i na jiné projekty, zejména na projekt Mephared 2 v Hradci Králové. Ale zároveň platí, že se nám podařilo vyjednat výhled financování pro pokračování výstavby Biocentra Albertov – ať už z prostředků státu, budoucího investičního programu pro vysoké školy od roku 2027, nebo z dalších zdrojů. To považuji za jasný další krok Univerzity Karlovy na této cestě a důkaz, že náš hlas je slyšet.

Chci zdůraznit, že Biocentrum na Albertově dokončíme. V těchto dnech stavební společnost zahájila zakládání stavby a v následujících měsících již budou práce postupovat plným tempem. Pro mě osobně je to jasný signál: i přes obtíže, které jsme zdědili z minulosti, jsme společně dokázali najít řešení, které zaručuje pokračování a dokončení projektu. Beru to jako úspěch tvrdých vyjednávání, odvahy a konsenzu všech zúčastněných stran.

Budeme i nadále trvat na tom, že Kampus Albertov je pro univerzitu jednou z nejvyšších priorit. Univerzita Karlova udělala maximum, aby ochránila budoucnost tohoto projektu a já osobně budu za Albertov bojovat až do jeho dokončení.

Statement by the Charles University Rector on the construction and financing of the Albertov Campus

The construction of the Biocenter in Albertov is a project of extraordinary importance for Charles University – not only because it is one of the two largest investments of the university in the last hundred years, but above all because it will fundamentally change the conditions for top-notch research in the fields of medicine and natural sciences in Prague and thus the entire Czech Republic. Since the beginning of my tenure at the head of the university, I have repeatedly emphasized that Albertov is one of my highest priorities.

It is no secret that the project was accompanied by complications that we could not influence. The original geological survey was carried out insufficiently, and therefore today we are reaping the fruits of poorly done work. It also turned out that the scope of the archaeological survey will be much wider than originally expected based on the preliminary survey carried out in 2015. This led to a delay that could not be shortened without jeopardizing legal obligations and the quality of the entire project.

Nevertheless, I have never relented in my efforts to successfully implement the project. In recent months, I have held intensive negotiations with government representatives and other partners, the last meeting taking place on Wednesday, August 20 at the Ministry of Education, Youth and Sports. The result is a clear agreement that the Biocenter will be completed. The political representation is aware of the importance of this project for the Czech Republic and has publicly declared its commitment to support it. This commitment is unquestionable today.

Until the end of 2026, the implementation of the Biocenter will be financed from the National Reconstruction Plan. The unutilized part of the funds will also be used for other projects, in particular the Mephared 2 project in Hradec Králové. But at the same time, it is true that we have managed to negotiate a financing outlook for the continuation of the construction of the Albertov Biocenter – whether from state funds, the future investment program for universities from 2027, or from other sources. I consider this to be a clear next step for Charles University on this path and proof that our voice is heard.

I want to emphasize that we will complete the Albertov Biocenter. The construction company has recently started the foundation of the building and in the coming months the work will proceed at full speed. For me personally, this is a clear signal: despite the difficulties we inherited from the past, we have managed to find a solution together that guarantees the continuation and completion of the project. I see this as a success of tough negotiations, courage and consensus of all parties involved.

We will continue to insist that the Albertov campus is one of the university's highest priorities. Charles University has done its utmost to protect the future of this project and I will personally fight for Albertov until its completion.
