MŠMT rozhodlo o změně poskytnutí dotace z Národního plánu obnovy, podpořilo dohodu dvou největších českých univerzit
Praha/Brno, 7. 5. 2026 – Ministerstvo školství, mládeže a tělovýchovy ČR (MŠMT ČR) podpořilo dohodu mezi vedením Masarykovy univerzity (MU) a Univerzity Karlovy (UK) na úpravě financování tří významných investičních projektů obou univerzit realizovaných v rámci Národního plánu obnovy (NPO).
Úprava umožňuje přesun části alokovaných prostředků z výstavby Biocentra Albertov, jehož dostavba se výrazně zpozdila oproti plánu o více než dva roky, na projekty, které jsou v pokročilé fázi realizace. Na straně UK jde o projekt MEPHARED 2, rozšíření a modernizaci univerzitního kampusu Univerzity Karlovy v Hradci Králové pro farmaceutické a biomedicínské obory, u Masarykovy univerzity se jedná o unikátní vzdělávací a vědecko-výzkumnou infrastrukturu MUNI BioPharma Hub, která nabídne unikátní spojení moderních výukových a výzkumných prostor pro farmaceutickou fakultu.
Vzhledem k rozdílné dynamice realizace jednotlivých staveb bylo nutné přistoupit k úpravě financování tak, aby Česká republika nepřišla o prostředky z NPO jako celek a zároveň mohly být dokončeny výše zmíněné dva projekty, které naplňují stanovený cíl NPO.
MEPHARED 2 bude zaměřen na rozvoj farmaceutických, lékařských a biomedicínských oborů Farmaceutické fakulty UK a Lékařské fakulty v Hradci Králové UK. Projekt propojuje výuku s aplikovaným výzkumem s přímou vazbou na klinickou praxi v sousední Fakultní nemocnici Hradec Králové. V současnosti probíhá závěrečná fáze jeho realizace a příprava uvedení do provozu. První studující začnou nové prostory využívat již od akademického roku 2026/2027.
Výstavba Biocentra Albertov, které propojí přírodovědné, biomedicínské a lékařské obory do jednoho moderního technologického zázemí, se oproti původním plánům výrazně zdržela. Původně měla být stavba kolaudována v červnu 2026, nyní se předpokládá, že kolaudace stavby bude na podzim 2028 a studující tak BCA přivítá až v akademickém roce 2029/2030.
Projekt MUNI BioPharma Hub Masarykovy univerzity bude dokončen v souladu s upraveným harmonogramem. Slavnostní otevření je plánováno na 30. listopadu 2026, přičemž výuka a bude zahájena již v akademickém roce 2026/2027. V prostorách najdou zázemí přes dva tisíce studentů a desítky zaměstnanců, a to nejen z farmaceutické, ale také z přírodovědecké či lékařské fakulty, a v rámci prolínání vzdělávání a výzkumu také studenti doktorských studií.
„Vítám rozhodnutí MŠMT, ve kterém plně vyhovělo naší žádosti. Ta vznikla na základě dohody s rektorem MU Martinem Barešem. Podařilo se nám přesvědčit MŠMT, aby nejen zastavilo řízení o odnětí dotace na projekty BCA a MEPHARED 2, ale docílili jsme změny rozhodnutí, a to díky intenzivnímu jednání s ministerstvem, které ve svém rozhodnutí zohlednilo posun ve stavbě BCA. Oba projekty UK představují největší infrastrukturní investici naší univerzity v její novodobé historii. Díky potenciálu pro spolupráci s aplikační sférou se nám nabízí jedinečná příležitost pro posílení konkurenceschopnosti české vědy,“ řekl rektor UK Jiří Zima.
„Celý proces změny financování v rámci Národního plánu obnovy jsme vnímali jako odpovědné společné úsilí univerzit a ministerstva školství, mládeže a tělovýchovy o to, aby Česká republika splnila své závazky vůči Evropské komisi, neohrozila rozvoj českého vysokého školství a zároveň posílila jeho kvalitu a konkurenceschopnost. Výsledná dohoda ve mně vzbuzuje naději, že se nám podařilo nastavit funkční a dlouhodobě udržitelný mechanismus. Velmi oceňuji korektní a věcná jednání se současným rektorem Univerzity Karlovy Jiřím Zimou, právě tato intenzivní spolupráce umožnila najít řešení, které je v zájmu českého vysokého školství jako celku,“ uvedl rektor MU Martin Bareš.
Ministerstvo ocenilo konstruktivní přístup univerzit, kdy je výsledkem efektivní čerpání evropských prostředků v České republice.
U obou projektů byla formálně schválena změna rozhodnutí o poskytnutí dotace.
Výše dotace u MUNI BioPharma Hub byla navýšena o přibližně 1,1 miliardu korun. Nově alokované prostředky umožní MU rozšíření projektových aktivit, zejména v oblasti vybavení špičkovou infrastrukturou a laboratorní technikou. Investice tak posílí nejen samotnou stavební část projektu, ale především jeho výukový a vědecký obsah, včetně moderního přístrojového zázemí pro vzdělávání v biomedicíně a farmaceutických vědách.
Upravené financování směřuje k posílení zázemí pro špičkové vzdělávání i výzkum a přispívá k dlouhodobé odolnosti České republiky v oblasti zdravotnictví a biomedicíny. Zásadním způsobem tak zvyšuje i připravenost výzkumné a zdravotnické infrastruktury, která je klíčová pro tzv. resilience obyvatelstva, tedy schopnost společnosti reagovat na zdravotní hrozby a krizové situace.
Přerozdělení části financí původně alokovaných na projekt Biocentra Albertov je důsledkem výrazného časového skluzu stavebních prací, kvůli němuž nebylo možné celou přidělenou dotaci z NPO využít v rámci stanoveného termínu programu. Tyto prostředky byly Evropskou komisí určeny České republice na rozvoj strategické výzkumné infrastruktury univerzitních kampusů Univerzity Karlovy a Masarykovy univerzity. Část financí byla proto v souladu s pravidly programu redistribuována na projekty schopné splnit milníky Národního plánu obnovy, zejména MEPHARED 2 a MUNI BioPharma Hub. Přibližně 600 milionů korun však již nebylo možné v daném časovém rámci využít a tyto finance se vracejí do státního rozpočtu. Univerzita Karlova i Masarykova univerzita se shodují, že se jedná o finance původně určené pro rozvoj BCA. UK tak bude jednat s poskytovatelem dotace i dalšími partnery o možnostech, jak alespoň část těchto financí v budoucnu opět využít pro dokončení své strategické infrastruktury.

The Ministry of Education, Youth and Sports has decided to modify the allocation of grants from the National Recovery Plan and has endorsed an agreement between the two largest Czech universities
Prague/Brno, May 7, 2026 – The Ministry of Education, Youth and Sports of the Czech Republic (MEYS CR) has endorsed an agreement between the leadership of Masaryk University (MU) and Charles University (CU) to adjust the financing of three major investment projects at both universities being implemented under the National Recovery Plan (NRP).
The adjustment allows for the transfer of a portion of the allocated funds from the construction of the Albertov Biocentrum – whose completion has been significantly delayed by more than two years compared to the original schedule – to projects that are in an advanced stage of implementation. On the part of CU, this involves the MEPHARED 2 project, the expansion and modernization of Charles University’s campus in Hradec Králové for pharmaceutical and biomedical disciplines; while at Masaryk University, it involves the unique educational and scientific-research infrastructure of the MUNI BioPharma Hub, which will offer a unique combination of modern teaching and research spaces for the Faculty of Pharmacy.
Given the differing implementation timelines of the individual projects, it was necessary to adjust the financing so that the Czech Republic would not lose NRP funds as a whole, while also ensuring that the two aforementioned projects – which fulfill the NPO’s established objectives – could be completed.
MEPHARED 2 will focus on the development of pharmaceutical, medical, and biomedical disciplines at the Faculty of Pharmacy of Charles University and the Faculty of Medicine in Hradec Králové of Charles University. The project integrates teaching with applied research directly linked to clinical practice at the adjacent Hradec Králové University Hospital. It is currently in the final phase of implementation and preparation for commissioning. The first students will begin using the new facilities as early as the 2026/2027 academic year.
Construction of the Albertov Biocentrum, which will bring together the natural sciences, biomedicine, and medicine under one modern technological roof, has been significantly delayed compared to the original plans. The building was originally scheduled to be completed in June 2026; it is now expected to be completed in the fall of 2028, meaning the BCA will not welcome students until the 2029/2030 academic year.
Masaryk University’s MUNI BioPharma Hub project will be completed in accordance with the revised schedule. The grand opening is planned for November 30, 2026, with classes set to begin as early as the 2026/2027 academic year. The facilities will accommodate over two thousand students and dozens of staff members, not only from the Faculty of Pharmacy but also from the Faculty of Science and the Faculty of Medicine, as well as doctoral students as part of the integration of education and research.
“I welcome the Ministry of Education, Youth and Sports’ decision, in which it fully granted our request. This request was made based on an agreement with MU Rector Martin Bareš. We succeeded in convincing the Ministry not only to halt the proceedings to revoke funding for the BCA and MEPHARED 2 projects, but we also achieved a reversal of the decision, thanks to intensive negotiations with the Ministry, which took into account the progress in the construction of the BCA in its decision. Both Charles University projects represent the largest infrastructure investment in our university’s modern history. “Thanks to the potential for collaboration with the applied sector, we have a unique opportunity to strengthen the competitiveness of Czech science,” said Charles University Rector Jiří Zima.
“We viewed the entire process of changing funding under the National Recovery Plan as a responsible joint effort by universities and the Ministry of Education, Youth, and Sports to ensure that the Czech Republic fulfills its commitments to the European Commission, does not jeopardize the development of Czech higher education, and at the same time strengthens its quality and competitiveness. The resulting agreement gives me hope that we have succeeded in establishing a functional and long-term sustainable mechanism. “I greatly appreciate the fair and objective negotiations with the current rector of Charles University, Jiří Zima; it is precisely this intensive cooperation that has made it possible to find a solution that is in the interest of Czech higher education as a whole,” said MU Rector Martin Bareš.
The Ministry commended the universities’ constructive approach, which has resulted in the effective utilization of European funds in the Czech Republic.
For both projects, an amendment to the grant award decision has been formally approved.
The grant amount for the MUNI BioPharma Hub has been increased by approximately 1.1 billion crowns. The newly allocated funds will enable MU to expand its project activities, particularly in the area of state-of-the-art infrastructure and laboratory equipment. The investment will thus strengthen not only the construction aspect of the project but, above all, its educational and scientific content, including modern instrumentation for education in biomedicine and pharmaceutical sciences.
The adjusted funding is aimed at strengthening the infrastructure for cutting-edge education and research and contributes to the Czech Republic’s long-term resilience in the fields of healthcare and biomedicine. It thus significantly enhances the readiness of research and healthcare infrastructure, which is crucial for the so-called resilience of the population – that is, society’s ability to respond to health threats and crisis situations.
The reallocation of a portion of the funds originally allocated to the Albertov Biocenter project is a result of a significant delay in construction work, which made it impossible to utilize the entire grant from the NRP within the program’s established timeframe. These funds were allocated by the European Commission to the Czech Republic for the development of strategic research infrastructure at the university campuses of Charles University and Masaryk University. In accordance with the program rules, part of the funds was therefore redistributed to projects capable of meeting the milestones of the National Recovery Plan, specifically MEPHARED 2 and the MUNI BioPharma Hub. However, approximately 600 million crowns could no longer be utilized within the given timeframe, and these funds are being returned to the state budget. Both Charles University and Masaryk University agree that these are funds originally intended for the development of the BCA. Charles University will therefore negotiate with the grant provider and other partners regarding options for reusing at least part of these funds in the future to complete its strategic infrastructure.
